Job Purpose :

The Executive – Future Foresight will support the Department’s strategic foresight and future economy agenda by conducting research, economic analysis, market intelligence, and stakeholder engagement to identify emerging trends shaping Dubai’s economic landscape.

The role will assess economic, industry, technological, regulatory, and market developments, evaluate their potential impact on Dubai’s competitiveness and future readiness, and support the development of future-focused strategies and industry transformation initiatives.

The Executive will translate research and foresight insights into actionable recommendations, concept papers, reports, and strategic inputs for leadership and work closely with internal teams, government entities, businesses, investors, consultants, and international organisations.

Key Responsibilities1. Future Foresight & Economic Research

• Conduct research and analysis on future economic, industry, business, and technology trends.
• Assess emerging developments and their potential impact on Dubai’s economy, industries, competitiveness, and investment environment.
• Monitor global developments and emerging signals to identify future opportunities, risks, and disruption scenarios.
• Support foresight studies, horizon scanning, trend analysis, scenario development, and strategic research.

2. Future Economy Strategy & Industry Transformation

• Support the development of future-focused strategies, initiatives, and programs related to economic diversification and industry transformation.
• Contribute to the conceptualisation of initiatives addressing emerging economic and industry opportunities.
• Translate research findings and market intelligence into practical strategic recommendations.
• Support cross-functional projects aligned with Future Economy priorities.

3. Market Intelligence & Benchmarking

• Design and execute intelligence-gathering approaches to identify relevant market, economic, industry, and technology insights.
• Conduct benchmarking against leading global cities, economies, industries, and international best practices.
• Analyse relevant economic, industry, market, and business data to identify trends and strategic implications.
• Develop research outputs, analytical reports, presentations, and executive-level briefing materials.

4. Policy, Regulation & Business Environment

• Review existing business laws, policies, regulations, and industry frameworks through a future-readiness lens.
• Identify potential gaps, emerging challenges, and opportunities for regulatory or policy improvement.
• Support the development of evidence-based recommendations to enhance Dubai’s business environment and future competitiveness.

5. Stakeholder Engagement

• Support consultations and engagements with the business community, investors, industry bodies, government entities, and other stakeholders.
• Gather stakeholder perspectives on emerging challenges, opportunities, industry transformation, and future readiness.
• Support workshops, interviews, roundtables, and strategic discussions.
• Build and maintain relationships with relevant local and international organisations, research institutions, and economic development agencies.

6. Strategic Reporting & Advisory Support

• Prepare concept notes, research papers, analytical reports, presentations, executive briefings, and strategic recommendations.
• Provide research and analytical support to the Director – Future Economy Division and senior leadership.
• Present findings and insights clearly to internal and external stakeholders.
• Ensure foresight insights are translated into actionable inputs for leadership decision-making.

7. Strategic & Corporate Contribution

• Contribute to the development and execution of the Section’s annual plans, initiatives, and priorities.
• Support monitoring and reporting of KPIs, milestones, deliverables, and strategic initiatives.
• Identify opportunities to improve foresight methodologies, research approaches, analytical tools, and knowledge-management practices.
• Contribute to building a culture of innovation, future thinking, and evidence-based decision-making.

Information Security Responsibilities

• Comply with all information security policies, standards, and procedures.
• Protect the confidentiality, integrity, and availability of information assets.
• Report information security incidents through established channels.
• Complete mandatory information security awareness and training programs.

Job Requirements Qualifications

• Bachelor’s degree in Economics, Business Administration, Engineering, Public Policy, Statistics, or a related discipline from a recognised university.
• Master’s degree in Economics, Business, Public Policy, Strategy, or a related field is preferred.

Experience

• 5–7 years of relevant professional experience in one or more of the following:

• Economic analysis
• Economic development
• Industry research
• Market intelligence
• Policy analysis
• Strategic research
• Management consulting
• Future foresight / strategic foresight
• Strategy and transformation
• Experience supporting research, benchmarking, policy reviews, strategic initiatives, or project development.
• Exposure to government, economic development, consulting, strategy, or public-sector environments is preferred.

• Ability to interpret economic, industry, market, and business data.
• Understanding of emerging economic, technological, industry, and geopolitical trends.
• Knowledge of strategic foresight, horizon scanning, scenario analysis, and future trends is highly desirable.

• Strong report writing, presentation, and executive communication skills.
• Excellent English communication skills; Arabic is an advantage.
• Strong stakeholder management and relationship-building capabilities.

• Highly organised, proactive, detail-oriented, and comfortable working in a fast-paced environment.

Working Conditions

• Primarily office-based.
• Occasional offsite meetings, stakeholder visits, workshops, conferences, and industry engagements may be required.
