أهداف الوظيفة
التخطيط والتنفيذ لإدارة الحالات الاجتماعية والإنسانية بدءًا من مرحلة قبول الحالات، مرورًا بدراسة الحالات وتحديد التحديات بشكل شامل ومتابعة وضع خطط التدخل المتكاملة، ووصولًا لمرحلة متابعة تنفيذ خطط التدخل مع كافة المعنيين داخلياً وخارجياً وحتى إغلاق الحالات وضمان تقديم الخدمات وفقاً للمعايير والشروط المعتمدة والتشريعات ذات العلاقة.

الشؤون الإستراتيجية
- إعداد الخطط والأهداف التشغيلية قصيرة ومتوسطة الأجل لقسم دراسة الحالات ومواءمتها مع خطط الإدارة والقطاع.
- المشاركة في وضع السياسات والإجراءات الخاصة بالقسم ومتابعة تنفيذها في العمليات والعمل على إجراء التحسينات اللازمة.
الشؤون المالية
- إعداد الميزانية السنوية لقسم دراسة الحالات، والحصول على الاعتمادات اللازمة، وكذلك مراقبة تنفيذ الميزانية ضمانًا للاستخدام الأمثل بما يتوافق مع السياسات المالية.
التطوير
- بث روح القيادة، وإدارة الموظفين وتحفيزهم ووضع أهداف لهم، واستعراض أداء الموظفين، والتوصية بالبرامج التدريبية الملائمة، وتقديم المشورة بشأن إدارة الموارد لموظفي قسم دراسة الحالات بهدف تحقيق الأهداف العامة للإدارة والهيئة.
الواجبات والمسؤوليات التشغيلية
- وضع الآليات والأطر لإعداد الخطط لإدارة الحالات الاجتماعية والإنسانية بدءًا من مرحلة قبول الحالات، مرورًا بدراسة الحالات ومن ثم إعداد خطط التدخل المتكاملة ومتابعة التنفيذ.
- تشكيل فرق عمل متخصصة داخل القسم لدراسة الحالات وفقاً للفئات المختلفة الواردة للهيئة ووفقاً للتخصصات في مجال العمل ورفع كفاءاتهم وتنظيم العمل لضمان دراسة الحالات وإعداد خطط التدخل بكفاءة وفعالية وللتأكد من تحقيق المستهدفات بأعلى جودة.
- وضع الخطط للزيارات الميدانية حسب الأولويات في الحالات والمعايير المعتمدة وتخصصات فرق العمل المعنية بدراسة الحالات ومتابعة التنفيذ والتدخل بالنزول الميداني مع فرق العمل في الحالات الحرجة أو الطارئة.
- الإشراف على تحليل وتحديد التحديات التي يتم مواجهتها أثناء تنفيذ خطط التدخل أو التوصيات الصادرة على الحالات وإعداد خطط تحسينية لضمان التنفيذ أو تسهيل الاجراءات أو التدخل مباشرة في الحالات المعقدة.
- متابعة الامتثال للتشريعات وإجراءات ومعايير وشروط تقديم الخدمات في النظام الموحد لإدارة الحالات الاجتماعية والانسانية والتأكد من التوافق مع خطط الحالات الطارئة والمعقدة بما في ذلك الاعتمادات والموافقات وضمان الموائمة مع الجهات المشاركة.
- متابعة تنفيذ خطط إدارة الحالات بين الاخصائيين والتأكد من سير العمل وضمان كفاءة الخدمات المقدمة من خلال مراجعة الملاحظات والعمل على ضمان اغلاق تلك الملاحظات.
- مراجعة دراسات الحالات الإنسانية والتأكد من استيفائها للمعايير وشروط ومنهجية لجنة الحالات الانسانية وضمان إعداد خطط التدخل واعتماد التوصيات لرفعها للجنة المختصة.
- إدارة مؤشرات الأداء الخاصة بدراسة الحالات وإعداد وتنفيذ خطط التدخل والتأكد من تحقيق المستهدفات المعتمدة من خلال مراجعة المخرجات ونتائج الدراسات والمدد الزمنية لاستيفاء الخدمات وعقد اجتماعات لوضع خطط تطويرية لضمان تحقيق المستهدفات.
- تقييم وإدارة المخاطر ومتابعة إعداد الخطط التصحيحية اللازمة لتلافيها أو التخفيف منها بما يضمن تطبيق وحوكمة منظومة إدارة الحالات بكفاءة وفعالية.
- الإشراف على تحليل الحالات الاجتماعية ورصد المتطلبات المستجدة بهدف بناء شراكات إضافية لتقديم خدمات للأسر وضمان تلبية الاحتياجات وفقاً لأفضل الممارسات.
- دراسة وتحليل الفجوات في النظام الالكتروني لدراسة الحالات وذلك من خلال متابعة سير العمل والملاحظات والبيانات التي يتم جمعها أثناء الممارسة بهدف وضع المقترحات التطويرية والتعاون مع المعنيين في الفريق التقني لتنفيذ التعديلات.
- التنسيق عالي المستوى مع الشركاء في تقديم الخدمات للتأكد من استلام الحالات وتوفير الخدمات وفقاً للخطط والمدد الزمنية المحددة والمتفق عليها والتعاون معهم لإيجاد حلول للحالات المعقدة أو شديدة الخطورة.
- مراجعة واعتماد التقارير الاجتماعية الواردة من الأخصائيين عن الحالات وإعداد التوصيات النهائية للجهات الخارجية المعنية لمراجعتها وتنفيذها وفقا لخطوات العمل والسياسات المعتمدة.
- المساهمة في إجراء المقارنات المعيارية والدراسات الاستشرافية وإعداد المقترحات لرفع توصيات متضمنة خدمات أو سبل تقديم الخدمات بشكل استباقي.
- الإلتزام بسياسات وإجراءات أمن المعلومات المعتمدة بالهيئة والعمل على الامتثال بالضوابط لضمان سرية المعلومات.
- أية مهام واختصاصات أخرى في نطاق مسئوليات الوظيفة.
Qualifications
المتطلبات التعليمية
- بكالوريوس في الخدمة الاجتماعية أو ما يعادلها.
- إجادة اللغتين العربية والانجليزية (محادثة وكتابة).
متطلبات الخبرة
- 8 – 10 سنوات خبرة في في مجال الخدمة الاجتماعية.
